Marsco Consulting LLC was formed by Frank Shearman to provide critical Project Management and Quality Assurance services based on over thirty years of expertise and experience gained in the oil and petrochemical industries. This experience includes:

• Project management, feasibility and scope definition on a multitude of projects including controls systems, facility upgrades, environmental assessments and remediation, and mechanical integrity projects.

• Development and implementation of Quality Assurance systems related to engineering and services companies including comprehensive documentation, training and audits

• Engineering management of all major engineering disciplines including Instrumentation and Controls (Distributed Control Systems - DCS, Programmable Logic Controllers - PLC and Safety Instrumented Systems - SIS) , civil/structural, electrical and mechanical engineering.

• Petrochemical mechanical integrity and environmental issues associated with downstream refining and distribution facilities, as well as upstream production sites including offshore. Comprehensive knowledge of Non-Destructive Testing (NDT) as well as major applicable compliance codes including Process Safety Management (PSM), ISA-84, API and ASME

• Due diligence assessments associated with Merger and Acquisition (M & A) activity focusing on engineering services, environmental and mechanical integrity issues.

 

Prior to forming Marsco Consulting Mr. Shearman held the following positions:

• Regional Director of a Control Systems Engineering company responsible for all business aspects of a 150 employee/$35MM revenue business unit for fifteen years

• Vice President of Technical Services for an independent oil refining company where he managed all engineering and environmental functions for a multi-refinery/marketing terminal operation for ten years.

Mr. Shearman holds a Master of Science degree in Quality Assurance
